Two stones keep the loose papers in place. If they are removed, the wind will get hold of the papers and I will have to run after them.
If a stone falls they will just flutter a little.
In the Bureaucrat’s office all the papers are protected by the stable walls. Later they end up in an archive.
This keeps the papers from being spread by wind and wave.
On the waves a boat is bobbing. On the boat there is a captain.
The captain picks up a stone, throws it in the water. Far out at sea. No witnesses.
